Charles Kolstad is an internationally known economist who taught at universities in the U.S, Russia, and Belgium. He is currently teaching environmental economics at the University of California. His main field of study concerns the role of information in environmental decision-making and regulation with a focus on climate change and energy markets. He heads the National Science Foundation and is a lead author for the Intergovernmental Panel on Climate Change and a member of the Academy of National Sciences committee charged with evaluating the U.S. Climate Change Research Program. He is a former president of the Association of Environmental and Resource Economists and co-editor of the Review of Environmental Economics & Policy.
